Internship – Australian Trained International Students
Bacground – December 2002
Australian Government announced that international medical students graduating from Australian medical schools would be permitted to stay on and work as interns in the public hospital systems 2003.
July 2003
In July 2003 the Minister for Health and Ageing agreed to extend those measures to 2004 and beyond and approved the following long-term arrangements for current and former Australian-trained international medical students wishing to continue to practise in Australia:
- Australian-trained international medical students are to continue to be permitted to remain in Australia to undertake vacant internships in public hospitals unable to be filled by suitably qualified Australian residents;
- those medical students completing internships in Australia can remain in Australia as temporary residents or apply for permanent residency;
- Australian-trained international medical practitioners applying for permanent residency are to be required to apply under the Regional Sponsored Migration Scheme (RSMS) or the Employer Nomination Scheme (ENS);
- Australian-trained international medical practitioners are to have the option of working in public hospitals or practising in districts of workforce shortage under the Medicare provider number restrictions contained in the Health Insurance Act 1973; and
- permanent residents Australian-trained international medical practitioners are to have the option of working in public hospitals, practising in areas of workforce shortage under the Medicare provider number restrictions, or undertaking specialist vocational training.
Under this arrangement, Australian-trained international medical students are sponsored by their prospective employer and permitted to occupy intern positions in pubic hospitals and regional health centres unable to be filled by suitably qualified Australian permanent residents. Australian-trained international medical students may apply for:
- intern positions (previously under the Medical Practitioner subclass 422 temporary visa or the Occupational Training visa - now the Business Long Stay Visa subclass 457 visa is recommended) provided they have a conditional registration with the Medical Registration Board in your jurisdiction;
- vocational training and permanent residency under the Regional Sponsored Migration Scheme (RSMS) for regional medical positions (when full medical registration or limited registration and fellowship of the relevant specialist college is achieved); and
- vocational training and permanent residency under the Employer Nomination Scheme (ENS) for non-regional medical positions (when full medical registration is achieved).
Allocation–Priority Listing for Allocation to Internship in SA vis the Optimised Preference Program
SA IMET conduct a central allocation of eligible applicants to intern positions in South Australia.
From 2005:
- Allocations have been based on Hospital preference alone; and
- Allocations are made using the ‘Optimised Preference Program'.
The SA IMET is consistent with other states and adhere to the following priority listing for intern allocation:
- South Australian graduates who are permanent residents of Australia/New Zealand and graduates of other medical faculties in Australia/New Zealand who completed year 12 in South Australia;
- graduates of other medical faculties in Australia/New Zealand who are permanent residents of Australia/New Zealand;
- South Australian graduates who are not permanent residents of Australia/New Zealand (international students) but who are permitted to remain in Australia/New Zealand for their internship;
- graduates of other medical faculties in Australia/New Zealand who are not permanent residents of Australia/New Zealand (international students) but who are permitted to remain in Australia/New Zealand for their internship; and
- where positions are vacant at the end of the above allocation process, offers will be made to overseas trained doctors from the AMC/JMO database.
Visa Issues if you Intend to Apply For and Stay for Internship and Beyond
It is essential that if you wish to stay in South Australia/Australia for internship and vocational training that you:
- when a hospital offers you an employment contract (sponsors), you must lodge an application for a Business Long Stay Visa subclass 457 before the expiry of your student visa (your employing hospital will assist in this process) – at this time a bridging visa is automatically generated and sits ‘invisibly' with your new visa application. The bridging visa is only activated if your new visa decision has not been made by the time of expiry of your student visa (check the visa expiry date on your visa label to ensure you are aware when will occur);
- complete internship; and
- if you wish to stay in Australia for vocational training and apply for permanent residency when you complete your internship and achieve full medical registration or limited registration and fellowship of the relevant specialist college, you will need to investigate your visa options. The Department of Immigration and Citizenship (DIAC) website at www.immi.gov.au is a useful place to start.
